INTRODUCTION
The Ventura County Transportation Commission (VCTC) is the regional agency responsible for planning, funding, and coordinating transportation across Ventura County.
Working with local cities, the County of Ventura, and regional partners, VCTC supports transit, highways, rail, and active transportation projects that keep communities connected.
Through long-range planning and strategic investment, VCTC helps shape a more accessible, efficient, and sustainable transportation system for the future.

VCTC STRATEGIC PLAN
The VCTC Strategic Plan was adopted by the Commission on April 7, 2023. This Strategic Plan sets the path for next five years. We began our process in Spring 2022 with a Commission goal-setting session, during which the Commission established key priorities for FY 2022-23 and beyond. We then embarked upon a more comprehensive strategic planning process to incorporate a broader range of initiatives for the future.

LEGISLATIVE PROGRAM
Every two years, coinciding with the new U.S. congressional session and California state legislative session, the Commission adopts a Legislative Program for both state and federal legislation. The Legislative Program sets forth in general terms the Commission’s overall priorities. It is intended to provide legislators, their staff and the public with a sense of what the Commission feels are the important transportation issues requiring attention. The adopted Legislative Program also gives VCTC staff its basic direction for legislative involvement, so that staff can react quickly as developments occur.
