Access for All in Ventura County

Ventura County’s Access for All grant program funds projects and programs that expand on-demand wheelchair accessible vehicle services for individuals who use wheelchairs and seek on-demand transportation within Ventura County. The program is administered by VCTC.

Approved Access Providers in Ventura County

VCTC has contracted Ventura Transit System (VTS) as a local access provider to provide countywide on-demand transportation service using wheelchair accessible vehicles. This service is available to individuals who use wheelchairs that make using on-demand Transportation Network Companies, like Uber and Lyft, inaccessible to them. The service is available 24 hours a day, 7 days per week anywhere within Ventura County. To schedule a ride, call (805)-519-0009. The trip fee is $2.50 per mile. No other fees apply. Background of the Program

Access for All is a new state funded program administered by VCTC for Ventura County aimed at improving on-demand options for individuals seeking wheelchair accessible transportation.

In September 2018, SB 1376 was signed into law requiring the California Public Utilities Commission (CPUC), as part of its regulation of Transportation Network Companies (TNCs), establish a program to improve the accessibility of persons with disabilities to on-demand transportation services. As a result, the CPUC established the Access for All program. To fund the program, the CPUC instituted a $0.10 access fee collected from every trip provided by a TNC, such as Uber or Lyft, to set aside in an “Access Fund” for investment in the expansion and improvement of wheelchair accessible vehicle services.

Access Funds are distributed through approved Local Access Fund Administrators (LAFAs) to qualified “Access Providers” that establish on-demand wheelchair accessible vehicle (WAV) transportation programs within their county. VCTC is the approved LAFA for Ventura County, administering the local program and selecting qualified Access Providers annually.
