Title VI of the Civil Rights Act of 1964

Title VI of the Civil Rights Act of 1964 protects people from discrimination based on race, color, and national origin in programs and activities receiving federal financial assistance. The Federal Transit Administration (FTA) works to ensure nondiscriminatory transportation in support of its mission to enhance the social and economic quality of life for all Americans. The FTA Office of Civil Rights is responsible for monitoring FTA recipients’ Title VI programs and ensuring their compliance with Title VI requirements.

Civil Rights Notice to Public

The Ventura County Transportation Commission (VCTC) is committed to ensuring that the public is aware of the rights and protections afforded to them under Title VI. In accordance with Title 49 CFR Section 21.9(d) and guidance provided in FTA Circular 4702.1B, VCTC’s Civil Rights Policy includes:

  • A statement that VCTC operates programs without regard to race, color, or national origin;
  • A description of procedures that the public should follow to request additional information regarding VCTC’s Title VI obligations;
  • A description of the procedures that the public needs to follow in order to file a Title VI discrimination complaint.

The Ventura County Transportation Commission (VCTC) operates its programs and services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964, as amended. The U.S. Department of Transportation (USDOT) and Federal Transit Administration (FTA) require all public transportation operators to comply with Title VI regulations. In September 2015, VCTC updated the Title VI Report to be consistent with guidelines set forth in FTA Circular 4702.1B (dated October 1, 2012).
