YOUTH RIDE FREE PROGRAM
The Youth Ride Free Promotional Program will allow youth 18 and under and those over 18 enrolled in high school to ride any public transit bus in Ventura County for free, anytime, anywhere. High school aged youth should be prepared to show ID to board for free. The program will run through the 2025-26 academic year.
College Ride Program
The College Ride Program allows students enrolled at California Lutheran University, California State University Channel Islands, Moorpark College, Oxnard College, Ventura College, Santa Barbara City College, and the Ventura County Adult Education Consortium (VCAEC), including its member adult schools (Conejo Valley Adult School, Fillmore Adult School, Moorpark Adult School, Ojai Adult School, Oxnard Adult School, Santa Paula Adult School, Simi Institute, and Ventura Adult & Career Education), to ride any public transit bus in Ventura County (including VCTC’s Intercity Coastal Express) at no cost.
As part of the program, VCTC is implementing a new fare media called VCcollegepass, which will make riding transit simpler, faster, and more convenient for eligible college students by allowing them to board for free using a consistent and reliable pass. VCcollegepass is a dedicated college transit pass, available through a mobile application or tap card, that serves as proof of eligibility for free transit travel. VCcollegepass provides students with seamless access to transit across Ventura County while also supporting improved program monitoring, reporting, and data‑driven planning.
During the transition period, colleges that have not yet launched VCcollegepass will continue to use the existing flash pass until their official transition. During this interim period, students may board by showing valid school identification or by tapping the VCcollegepass (via mobile application or tap card), as applicable. Colleges will provide advance notice to students when the student ID “flash pass” will be phased out.
The College Ride Program will continue through the 2025–26 academic year.

Transfer Agreement
Ventura County transit operators offer transfers between two buses traveling in a single direction. While most transfers are free, transfers to VCTC Zone 2 routes (Coastal Express/Conejo Connection) are $1.50 ($0.75 reduced). Transfers to Valley Express Fixed-Route are free. Transfers to Valley Express Dial-A-Ride are $0.50. All applicable fees are payable upon boarding your second bus with your transfer.
To use a transfer, follow these steps:
- Upon boarding the first bus, ask the driver for a transfer. (You will not be able to get a transfer when you exit the bus.)
- Exit the bus at your transfer point and wait for your second bus. Transfer is valid for 120 minutes from the time it is issued.
- When your second bus arrives, insert your transfer into the farebox along with any applicable fees.
- Transfers using VCbuspass occur automatically, no paper transfer will be given.
Transfers may not be used for stopovers and cannot be used for a return trip.
You must transfer at the first point of contact with the route you want to transfer to.
Transfers must be kept in a clean, presentable condition.
You may not sell, trade, exchange, give away, or offer for passage a transfer in violation of the rules of VCTC.

TERMS AND CONDITIONS
VCTC is not responsible for lost, stolen or damaged passes. Passes are not transferable or refundable. Pass not valid if mutilated. Treat passes like cash.
Free Fare Programs
FREE FARE DAYS PROGRAM
The Free Fare Days Program will allow anyone to ride any bus service for free within Ventura County on the following days only:
- Clean Air Day (October 1 – Wednesday)
- Veterans Day (November 11 – Tuesday)
- Transit Equity Day (February 4 – Wednesday)
- Earth Day (April 22nd – Wednesday)
The program will run through June 2026. Veterans Day free rides are for eligible veterans and active-duty members of the U.S. military. Valid ID forms include U.S. military ID, Common Access Card (CAC), Veterans Affairs (VA) card, veteran designation on a California driver’s license, DD214, and Retired Military ID. Veterans without proper ID are asked to share their branch, dates and location of service with the bus driver.
