Ventura County’s Access for All grant program funds projects and programs that expand on-demand wheelchair accessible vehicle services for individuals who use wheelchairs and seek on-demand transportation within Ventura County. The program is administered by VCTC.
APPROVED ACCESS PROVIDERS IN VENTURA COUNTY
VCTC has contracted Ventura Transit System (VTS) as a local access provider to provide countywide on-demand transportation service using wheelchair accessible vehicles. This service is available to individuals who use wheelchairs that make using on-demand Transportation Network Companies, like Uber and Lyft, inaccessible to them. BACKGROUND OF THE PROGRAM
Access for All is a new state funded program administered by VCTC for Ventura County aimed at improving on-demand options for individuals seeking wheelchair accessible transportation.
In September 2018, SB 1376 was signed into law requiring the California Public Utilities Commission (CPUC), as part of its regulation of Transportation Network Companies (TNCs), establish a program to improve the accessibility of persons with disabilities to on-demand transportation services. As a result, the CPUC established the Access for All program. To fund the program, the CPUC instituted a $0.10 access fee collected from every trip provided by a TNC, such as Uber or Lyft, to set aside in an “Access Fund” for investment in the expansion and improvement of wheelchair accessible vehicle services.
Access Funds are distributed through approved Local Access Fund Administrators (LAFAs) to qualified “Access Providers” that establish on-demand wheelchair accessible vehicle (WAV) transportation programs within their county. VCTC is the approved LAFA for Ventura County, administering the local program and selecting qualified Access Providers annually.

APPLY & ELIGIBILITY
WHAT IS THE ADA
Passed in 1990, the Americans with Disabilities Act (ADA) is a federal law providing equal opportunities in employment, public accommodations, public services, telecommunications, and transportation to persons with disabilities.
The purpose of ADA paratransit service (often referred to as a Dial-A-Ride service) is to provide equal transportation for persons unable to use regular fixed-route bus service due to a disability or other condition.
All buses in Ventura County are equipped with wheelchair lifts to enable persons with mobility impairments to use the regular fixed-route service. Curb-to-curb or door-to-door service (depending upon the community) is also available for persons unable to use the fixed-route service who have been certified under the ADA.
You may be eligible to use dial-a-ride transit under the established ADA criteria if you are unable to use the regular public bus service for one or more of the following reasons:
- You are unable to board, ride, or disembark from an accessible transit vehicle; and/or
- Your disability or condition prevents you from traveling to or from a bus stop.
To become eligible to use any ADA transportation service in Ventura County, you must complete an application for ADA eligibility certification. The application requires you (or someone completing the form on your behalf) to explain why you are unable to use the regular public bus service. ADA certification allows you to use all complimentary paratransit services in every city in Ventura County.
Applications are available in English and Spanish and can be downloaded by clicking the links below. You may also request an application be sent to you by mail by calling 888. 667.7001. Mail or fax your completed application to VCTC’s ADA Certification Coordinator using the contact information on the back of the form.
Once you have submitted your application to the ADA Certification Coordinator, you may be contacted for an in-person interview. This interview will take place in Camarillo, Simi Valley, Thousand Oaks or Ventura/Oxnard, depending upon your home location. Free transportation will be provided upon request to/from the interview site.
During the interview you will have the opportunity to learn more about ADA service in your area and will be asked to answer some questions about your disability or condition
In compliance with Department of Transportation (DOT) 49 (CFR) Parts 27 and 37, the Ventura County Transportation Commission (VCTC) is committed to ensuring equal access for all individuals to use its transportation services. A new state law (AB 1250) will make ADA paratransit recertification easier for riders whose disabilities will not improve over time.
VCTC has already made these updates:
- You only need to recertify every five years.
- The recertification form is short and easy.
- If your disability is permanent, you don’t need to recertify at all.

TRANSPORTATION GUIDE FOR SENIORS
As people age, it inevitably becomes harder to get around independently. This is especially the case if medical issues requiring special attention are involved. The good news is, there are actually plenty of ways for seniors to travel locally, nationally, and internationally.
SENIOR NUTRITION PROGRAMS
Every city within Ventura County has a senior nutrition meal site. Transportation is provided to the meal sites for seniors in need of such services. Meal site locations and phone numbers are listed below. Meal times and days of service may vary, so contact the individual site prior to attending the program.

Title VI of the Civil Rights Act of 1964
Title VI of the Civil Rights Act of 1964 protects people from discrimination based on race, color, and national origin in programs and activities receiving federal financial assistance. The Federal Transit Administration (FTA) works to ensure nondiscriminatory transportation in support of its mission to enhance the social and economic quality of life for all Americans. The FTA Office of Civil Rights is responsible for monitoring FTA recipients’ Title VI programs and ensuring their compliance with Title VI requirements.

The Ventura County Transportation Commission (VCTC) is committed to ensuring that the public is aware of the rights and protections afforded to them under Title VI. In accordance with Title 49 CFR Section 21.9(d) and guidance provided in FTA Circular 4702.1B, VCTC’s Civil Rights Policy includes:
